I wouldn't expect so. 4wd is a part of the GEM, but I would start with the fuses. The way I expect the system to work is the switch informs the GEM what you want the transfer case to do, then it instructs the transfer case motor what to do. My expectation is that power may pass through the GEM for the switch, but it would take the GEM dieing to disrupt power to the switch.
Im having the same issue's with my '01 Excursion. I have been told by several ford techs that the GEM Module is faulty. I still can't justify spending $550 on a GEM Module and not know for sure this is the problem. I removed the GEM Module to inspect for water intrusion ( F-150's were notorious for this ), no water markings on any part of the module. So now im stuck like you..not sure what to do next..
Reading this has put a whole new light on my 4x4 shifter on the floor... I had thought about trying to add the switch on the dash for my 4x4, but I'm reconsidering it now... I hope you get it figured out.

Tankfully I can get one through a friend for about half price
I have checked over the 4x4 system once again and now there is no power going to the #15 fuse. In the owners manual one of the functions of the #15 fuse is for the GEM. Any one have an idea on where the power comes from and how to check if this is related to my problems..

No this did not fix my problems. I still have no 4x4! My indicator lights will come on when starting the engine as though the self check is good. Installed a new actuator on the transfer case as notified by ford. Still no 4x4... Guess the GEM module needs to be replaced. I just dont have that kind of money right now to replace it.

I think my GEM is out also but hate spending that kind of money without knowing for sure that it will fix it. Thanks for responding!
