Spare Tire Lowering

I just purchased a 2001 F250 and tried to lower the spare tire with the supplied tool. When I slide the tool into the tube I can feel it hit metal but it doesnt seem to catch when turning. Could the tube leading to the spare tire be misaligned? Thanks for any thoughts.

Are you using the special keyed socket on the end of the rod?

Sort of like a locking lug nut kind of thing.
