Will Crank but no start

Will Crank but no start
I'm working on a 2002 SuperDuty with a 7.3 powerstroke. The truck will not start, i checked the codes on it and here they are as followed
P1663-Fuel Delivery Command Fault
p1667 CID Circuit Fault
P0380 Glow Plug Circuit Fault
P1283 Injector Pressure Regulator Circuit Fault
I first checked to see if my glow plug circuit was working, from what i see everytihng working except when you turn the key on, there is no command from the PCM to activate the Glow Plug relay. I grounded the contact on the relay and the glow plug relay activated. NOw with all the other codes i'm wondering if i have a bad PCM, or am i thinking too deep into this and it might something more simple like a grounding issue
If anyone has seen or worked on something this messed up PLEASE let me know because i'm pulling my hair out right now
