I need to send a mass PM to everyone in the chapter, and find a way to see if a user has not loged on in over a year to purge them from the chapter.

Go to your membership list in your control panel, click membership for your state and sort by last post date.

I setup a policy in my How to Join page in the NJ forum, Pat, and Neil both made similar, you are more than welcome to copy it. I had George lock it after I made all the final changes, and if any other items needs to be updated, it just needs to be unlocked.
