powertrain control module problem

powertrain control module problem
I seem to be having a problem,when i plug in my superchip scanner and go through the motions it calls for me to tune or diagnostics i click diagnostics then it comes back with NO RESPONSE on the screen
i have also tried it on another truck and it works
also it seems that the relay for the injector module in the fuse box chatters all the time when the switch is on
does anyone have any ideas

im sorry i didint tell what kind of truck i am working on.It a 02 250 crewcab 4x4 with 7.3 powerstroke diesel and the other truck it worked on was my brothers and it is a twin we bought them new together

What's your battery voltage?
You should be able to pull the IDM relay and the PCM will still function. Of course, the engine won't run without the IDM. But the PCM should still be normal.
Chattering relays usually indicate a low voltage condition.

Does your cigar lighter work? May just be no voltage to the ODB-II connector.
