From what I was able to find, the 7.3's only have a glow plug module if they are California emissions equipped. Non-CA trucks have just the relay. That information could be erroneous, and if it is I'm sure someone will be along shortly to correct me.

Good point, cuz I think this truck is from Montana not California. It's in California now. So maybe that's why I cant find the glow plug module?

If it cranked and would not start I'd say chase the glow plugs, but slow cranking is a different problem. Souonds like you have voltage, so I'm guessing your alt is fine. Batteries are the next thing you need to check. Batteries can readily hold voltage, but not be able pass current. Current = Cranking, and cranking is what you dont have....

The Cranking part it done. I replace both batteries. Now its a cold start issue. I have replace the glow plugs.

A couple of weeks back I was having hard starts and I did not think my glow plugs were warming up. I shot a little start fluid in the air intake (would not advise for long term useage) and it fired right up with no wait time. My problem was the glow plug relay.

I do not think that you needed to change out your glow plugs. see if this thread can help you out. On the first post there are part numbers. it is true that if you give them a part number it will be cheaper than if you give them the year- make- model- engine size.. I had prices over 80 dollars at Oreilly and Auto Zone (part number) 18.00 3month warrenty and Napa GPR 109 for 29.00 1year warrenty.

Do not use starting fluid (ether) on an engine equipped with glow plugs. CATASTROPHIC failure of the engine can result.

Solve a very common problem with the Powerstroke diesel - if you are getting very hard starting this could be your problem. To test your relay, connect your test light across the two little terminals and activate the glow plugs by turning on the ignition. If your test light comes on, the signal to the relay is good. Now connect your test light's clip to engine ground. With the ignition off again, touch each of the big terminals on the relay. One will cause the test light to light - this terminal is connected to battery positive. Now, cycle the glow plugs on again. The opposite big terminal should now be getting power. If not, the relay is bad. NOTE: Mid 1999 and newer trucks will appear to have two glow plug relays, but the one toward the front is for the intake air heater. The one toward the rear of the truck is the glow plug relay.

Note: This relay is the replacement for all years of Powerstroke trucks. A few trucks will have only one small terminal instead of two. If you happen to run into this, just run a small wire from the unused little terminal to ground - one of the relay mount bolts works fine. If you need any help with this, let us know. Some 1994.5 - 1995 trucks will use a molded plug instead of bolt on connection. This relay is also the correct replacement for these applications but will require that the molded plug be removed and replaced with standard eyelet terminals.

Note: This part will not fit 2000 and newer trucks with California emissions. These trucks require a glow plug control module which has the ability to monitor the glow plugs for emissions purposes.
