I've been underneath looking but still am scratching my head. I see two bolts on the truck end of the bumper mount and two on the bumper end. It would appear that they are their to prevent any movement but I can't tell if the holes are oversize to allow for movement. My bumper sits about 3/4 to 1 inch above the line of the bed of the truck and actually interferes with opening and closing the gate. It gets hung up on the plastice that they attach to the top of the bumper. I've got a ford reciever hitch that makes it a bit tight on clearance but I don't know why it is in the positon it's in. Looks like I might need to monkey with the trailer electricals bracket but that would be it. Basic question is can I move it at least an inch maybe more?

For the bolts you mentioned, there will be a "small" amount of adjustment possible. You may not get the 1" change your after though.
What's probably happened is that your bumper "frame" has got tweaked somehow ... this is the metal skeleton behind the chrome shell. To fix this, you'll have to pop off the left & right plastic covers to access the chrome shell bolts and remove the entire chrome portion. Then you can take a pry bar and try to bend the bumper frame back into an acceptable position. This can be tricky as you'll still need the bolt holes to line back up for the chrome shell!
I'm betting there is enough slop in the holes to let it drop. The holes in the truck frame are what you want. Just loosen them all, and I think you will find the bumper will tilt downward.
I say this because on a previous truck with a step bumper, I would sometimes drag the bumper while off-roading and then my tailgate would not open. Just loosened those bolts, and it would drop right back down. Eventually I got tired of this ritual and tack welded the drop brackets in place. Never moved again after that.
