grabby brakes when freezing out

hey all, a buddy at work has a wierd brake issue with his 94 f150 when its below freezing outside. he says that when its freezing the front brakes will grab and throw him up against the windshield, but when the temp is above freezing the truck brakes with no issues. also if its below freezing, after driving the truck for a while the truck will return to normal...so we're guessing that the heat in the engine compartment warms something up to where it operates normal (like the master or booster). when the brakes grab he says that he has to use his toe to lift the pedal back...he doesn't just want to throw parts at it cause both the master and booster are around $200 each. any help? thanks

The master should be about 30.00 maybe around 40.00 brand new. But, I dont know what the problem could be. Maybe something to do with wheel cylinders.
