I guess you mean wired open. If you disconnect the wiring to it. The valve should stay open all the time. Unless there is some other issue. It really has no function other than to help with warmups during really cold weather.
Your ford dealer is about as stupid as mine it sounds like. It is NOT a wastegate on a 97. It's a back pressure valve to aid in engine warmup and that is it. If it is shut then your turbo won't work very well but neither will your engine. I suggest taking it to someone who knows what they are looking at. Ford dealers aren't going to be much of a help anymore. Most of them don't even carry parts anymore for these trucks.

if your truck is a 94-97 then it is a back pressure valve, they are in the normal open poistion at all times during normal engine operation providing your engine is up to temperature.
With this in mind, these can fail 2 ways, 1st, it will not close, no big deal, many people unplug the electrical plug on it and leave it in the open postion. The 2nd way, they flip closed at higher RPM's, I've had this happen, the engine will be a dog, the exhaust will sound like a jet is taking off and I had the engine overheating because the engine is working so hard.
If it is flipping shut, you can pull the turbo, remove the back pressure valve and install frost plugs where the shaft slides through. End result, it will not cost you alot to fix whatever your problem is.
gut it. drill out the two rivets and pull that ***** out. put a bolt or freeze plug or what ever in the bottom and get rid of it. its just a problem waiting to happen. plus it sounds way cooler without it
