Yours is probably wired the same as my 97. The factory wiring diagrams fo my 97 shows a white/black wire connecting the headlight switch in the dash to the "central timer module (CTM/generic electronic module (GEM)" Say that rapidly 37 times.hehe
This is what triggers the chime when lights are left on.
You need to test the dash switch.

See if your friendly neighborhood Ford dealer will give you a copy of the "testing the headlight switch" page from the 99 Explorer EVTM/factory wiring diagrams.
I appreciate your help,i have a haynes repair book i got from autozone but it doesnt show how to test the light switch only how to replace it, in the wiring diagram in the rear of the book it shows a white/black wire going to the park lamp relay,i dont see any thing on the ctm or GEM
Now you know why I dont waste my time with the pathertic wiring diagrams in a Haynes or Chiltons.
Example: your Chiltons probably has a total of 5 or 6 pages of diagrams covering your ENTIRE truck.
Just the autolamp diagrams in the EVTM are 5 pages alone.
Guess which diagrams give the info you need to actually fix an electrical problem.
With the low beam relay that you mentioned it sounds like you have auto lamps.
A quick look at the 97 autolamps diagrams eliminates the light switch as the problem since it's spliced to GEM & park relay.
Dont know about you 99.
Bottom line is you need a GOOD set of wiring diagrams to figure this out.
