No way you are going to experience a leak like you describe just from CCV vapors out of a manifold boot. If it is puddling in the valley and running out the drain hole in the back you need to look elsewhere.
By tweaking the manifold I believe he meant that you can over torque the clamp and squish the tube on the manifold. It is fairly thin sheet metal like stuff.

i think i over re acted a lil its not really running down the drain hole but it seems like over time it builds up then runs down the hole, cause the boot is defintly covered with oily residue like enough when you touch it that your hands are filthy
