Connect Upfitter wire to the positive. Wire the negative to a good frame ground.
What is the current draw rating on the horn? Make sure it is not too much for the Upfitter. Probably is not, but it must be checked.

No, not under the hood. Under the steering column, behind the fuse block.

The wires under the hood are not connected to anything on either end, until you connect them. You will find the other end of those behind the fuse block as well, and you can use one of them to pass the current through the firewall. As long as the current is not too high.
