On my wifes 95 f150 5.0 e40d at about 40-45 runs rough, bucks and pops. Code 311 is the only code. Checked plug wires and cap and rotor, seem ok, was new about 1 year ago. Also on pass. side behind pcv valve have something with a small white hose broken off (what is this?) Any other ideas?

That's likely the cause of your bucking problem. The vacuum hose attaches to a diverter valve that is part of the air injection system, and any leaks in this system upstream of the O2 sensor results in extremely lean engine operation.
