Will it be safe without a larger exhaust system? I just want better than 14 miles per gallon.

Well, first and foremost, this are actually performance boosters, not mpg gainers(there are some claims that they do potentially do that, but I wouldn't expect it).
Second, if you are going to put a tuner on there and you want to run the hotter tunes, a free flowing exhaust is recommended, you would be surprised how quickly EGTs climb with over fueling. I wouldn't do the intake at all period, if you at some other time decide to do other mods to support the tuner. Intakes are not needed for just running a tuner as the stock intake flows the most and filters the most within the usable rpm band that the 6.0 operates in, aftermarket filters don't flow more until "you" are outside the operating rpm range of the engine.
Third, only use tuners that offer custom tuning as those have the best track record for working with the 6.0 with minimal issues. Now it all depends on how you drive the vehicle with the newfound power, but you have less of a chance of something going wrong with custom tunes then you do with something like Edge, Bully Dog, or Banks. Also stay away with anything that says "shift on the fly", while the idea might be appealing in theory, it really isn't good for the 6.0 and later diesel engines as those don't properly tune the engine and tranny.
