Glow plugs will not cycle please help

I ahve a 89 F350 with 7.3 IDI. It has been starting hard so I replaced the glowplugs. Still started hard so replaced the glow plug controller with relay. After replacing the controller went to start truck and the glow plugs would not cycle. Put the old one back in and now that one wont cycle. I am confused. Please advise. Thanks

Did you get the black wire on the controller to a good ground?
