Fog Light Mod & High Idle Mod

Fog Light Mod & High Idle Mod
I have an '03 that I was trying to do the fog light mod on. I did it on my '04 and it worked fine. On this truck, when I ground the wire and then flip the brights on, it blows the bright light fuse. Why would this be?
My friend has an '06 King Ranch 350. He doesn't do the forum stuff so I figured I'd ask for him, because I'm kind of curious also. I did the high idle mod on my '03 today and it worked great. I told him about it and he's interested in doing it on his '06, so I told him I'd look at the other write-up to see what the difference was. After looking, I see that the '05-'06s have two options, the SEIC and the BCP wires. I'm guessing for his purposes (and most other people's also) he would want to use the BCP wire. But what exactly does the SEIC wire do? What is the Power Take-Off? Just from what I already know about these trucks, my guess is that it has something to do with upping the rpm's to build boost for a faster takeoff...? According to the write-up, it first states that by using the SEIC wire then it will enable the Power Take-Off feature. But then towards the end, it states that no matter which wire you do the rpm's will drop when you put the truck in gear. So then how in the world would that work for a Power Take-Off?

A pto is a part that is mounted to your trans that picks up a gear drive when activated. it drives a hydrolic system in most and all cases i know of. dump bodies and ect. If you need to raise your rpms for just electrical or idle reasons i would use common sense and stay away from the one that talks about a pto.
