Did previous owner stick used cooking oil (marginally filtered) into the tank?
I am not talking bio-diesel... I am talking about raiding a restaraunt grease dump and then minimally filtering the stuff before throwing it in the tank?
If it is rust, the other possibility is that the fuel tank lining (aluminum on steel) has corroded.
Or they put a regular gasoline tank (steel) in it....
With the way those 2 filters look, I would say that only the secondary filter was changed. They look way too different for them to be serviced at the same time. My advice would be to replce them again in 5k and see what you got. I think you will be plesantly suprised.
As for the post just above mine I would say that you shouldnt wait as long to replace your filters.
If my filter looked like the op's I would be droping my tank and cleaning it. no way would I continue to operate with the trash in the tank. if you go to a dealer for a warr repair and they find it youll need to file an insurance claim for bad fuel or foot the bill.

I'm inclined to agree with one of the other guys....the upper filter is easy to get to and change. The filter on the frame rail requires that special tool so it may not have gotten changed.
Have you noticed any difference since you replaced the filters? If you have, then I would change them again in 5K miles and see what this set looks like. Remember fuel cleanliness is critical in the 6.0s because it does more than just fuel the motor.

The truck was running great before I changed the filters and I have noticed no difference in the way it runs after the filters were changed.
I can't imagine the previous owner ran any bio or unfiltered cooking oil but who knows. For me the best case scenario is what Sarge suggested regarding only the secondary filter being changed previously. I will probably change the filters again in 5K miles to see what they look like.
It seems I am doing more and more work on these 6.0's lately here at the shop. You would be amazed at the number of people that dont know there are 2 filters on these trucks. I am still sticking with my gut here and saying that the PO took the short route and only changed the secondary. If all that crud went through the primary the secondary would have SOME sort of discoloration. It looks too good.
I change my filters every 7500 miles, my choice, and they both look like the secondary filter in Cowboys pics.
