hes talking about the 09's. they are just there for looks im guessing, and maybe protection for the bumper itself. street scenes has a different bumper that gets rid of those black boxes and a grill to go with it to. thats all i know of for now.

yeah, they are called over-riders or something like that, they protect the bumper from damage if you pull too close to something.
there are lower mesh or billet grille inserts out there for the bumper, but they just fill in that opening and do not get rid of the black plastic over-riders. like 04XLTRUNNER mentioned, Street Scene does make a replacement bumper that doesn't have those things in it.
