It is my understanding that a failed ICP will cause a no-start. The PCM needs to see a minimum pressure level before it engage the injectors. This is because low injector pressure can damage the injectors. A common field diagnosis of the condition is to unplug the ICP, which causes the PCM to use a default value.
I'm not a technician, and the above is just memory of what I've read here. Could be right or wrong. Suggest you spend some time in the 6.0 engine forum found down in the diesel section. We got some smart guys there.

Un plug it, if it starts it s bad.
My ICP sensor was going bad on my 04 6.0 I would have loss of power loss both times on the road and was stuck than it came back randomly pulled over wait 10 min and it will get to a really rough idle right before it stalls. Then there was another time I went to start my truck and kept shutting off third time was a charm. At the time I did not know what it was I did some research and found out it was the ICP sensor. Instead of getting it replaced. I would go out once a month take the ICP sensor out take a paper towel and stuff it up in the sensor to get the oil out then clean the connections with electrical cleaner. Never had a problem since
