are you sure it's stuck?the diaphram could be ruptured and not working.
the vacuum advance uses vacuum to advance the timing when you push down on the acclerator.it hooks up to the ported vacuum port on the carb.
sounds like it might be time for a dist rebuild,or get a refurburished one from you local auto parts store.
YEA its stuck. without linkage attached the diaphram moves when vaccume is applied. The platedoesnt move freely unless pushed , or rotated with a force of a screwdriver. thanks for the reply.
