try some polishing compound.. also places like autozone have a headlight repair kit that includes a cool little buffer that you use on your drill that does a fantastic job.
I had an 83 f100 and the tail lights were hazed big time. I sanded them down with 1,000 grit sandpaper and then clear coated them. They looked like brand new. Had a friend accuse me of lying because they looked so good.
1,000 grit may be an exaggeration. I honestly don't remember what it was but it was very, very fine.

i think your right on.. when i did my mustang tail lights i used 1000... then 1500.. then 2000 grit.. then polishing compound.. they were more clear then you get them from the factory...
