Get most of the dust off with the high pressure soap mode at the car wash. Then, when you put some Armor-All on on your tires get a little on the rims. Then wipe the rims off. I have not investigated if Armor All damages your rims, but I haven't seen any damage on mine yet.
Most have some old cheap wax sitting in the garage which we don't use anymore (make sure it's not too old, chemical breakdown)...just slap some of that wax on the clean wheel and the brake dust will wash away easily with soap and water.
The wheel has a clearcoat so treat it just like your paint. It's a losing battle because the brake dust will keep coming back so if you really want to fight it...look into different pads.
I wash my Expy often enough that it's no big deal but I do wish the pads produced less dust.
Ford uses Ferodo for there brakes. They are very good brakes. If you watch motercycle racing you will see many use these brakes on there bikes. I am trading in my escape for an 03 EB Explorer. I changed my brakes on the escape to auto zone cheapos. ($20.00) The stock brakes from ford were $140.00 pads only. I noticed the brakes don't bite as good as the stock ford pads did and stopping in wet weather got bad. Stay with the stock pads and just clean the wheels. Don't get the brack dust covers unless you plan on having your rotors cut every 15000 miles. They don't let the rotors cool and cause them to warp. Also letting your brakes get eccessivly hot will ruin your brake fluid and make your brakes feel spongey.
my wife's 97 exp does the same thing, just wash the wheels every week, my son works for a tire center, said the shields also keep the dust from completely escaping casuing some cars/trucks to have break squeaking

-You Could switch your brake pads to Ceramic which Emits very low dust.
I myself switched over to the ceramic pad.
Just out of curiosity, other than brake shops, are there any parts places (Pep Boys, Car Quest, NAPA. etc.) where the DIY (shade tree mechanic) can find the Raybestos Quiet Stop ceramic brake pads?
Just curious, I use EBC Greenstuff Kevlar brake pads on my Miata. I noticed that they also make pads for SUV's: EBC 6000 GREENSTUFF
Sounds like Ford has gone to a Ferodo pad that has good bite, is easy on the rotors....and is very dusty! I had this problem with a Volvo. After installing "low dust" rotors it noticed that the new pads would not stop the car with the same pedal effort. In fact I went back to the stock pads because I was tired (just my right leg) of having a car that stopped like a Mack truck! Hopefully someone comes out with a low dust pad for the 2003 Expys. Just be aware of the possible trade offs; eating rotors or no stopping power (the later would not be good for those who tow boats, etc...)
You might need to paint your rear wheels flat black to match the front until there is a fix
I was at my dealer yesterday having my buddy who works on my truck replace a defective front passanger seat buggle on my 03 EB
And I asked him about it. He told me its a new pad Ford is trying inorder to quiet the brakes. HE HAS THE SAME PROBLEM ON HIS 03 Explorer. He told me to keep them clean because Ford is not going to cover Brake dust damage to the rim under warranty.
I got my quiet stop ceramics (raybestos) at pep boys - very quiet, low dust, very smooth pedal feel. You could ask the parts dept. what part number is the front pads on 2003 and is it the same as a 2002. Of course if it is,head down to pep boys and get the pads.Sometimes it takes months before the aftermarket industry gets the new numbers.
The brake system on the 2003 Expedition is defective.
When you first hear the audible wear indicators get the vehicle to the dealership fast. According to the service department this is the sign that the rotors are damaged and must be replaced.
This is a well known problem by Ford but they refuse to accept responsibility and will claim it is due to the driving habits of the user.
The brake dust is a sign of accelerated wear of the pads and this begins the minute you drive it off the lot.
Ford claims they have improved pads that do not dust as bad but they will only discount the cost from about $190.00 to $129.00 but will not do anything about the cost of the rotors which is $400.00.

im pretty sure its a newness thing when i had my 98 expy the first 3,000 they where really dusty but it gos away
i have had a 98 expy for 2 years now and the brake dust is just as bad as it has ever been and i've had the pads changed once already.
i'm going ceramics if at all possible... actually there was a guy who got his cermaics put on free at Ford after writing them a letter.
Supposedly Ford is very aware of the issue and i heard if you call and complain enough they will put ceramics on for free.
this might not be the case for some people with newer vehicles if there aren't any ceramics available for your vehicle.
If you ain't gonna buy new pads just yet, the best way to battle the brake dust problem is to buy black wheels for the back. Then they'll always match the fronts.

There is a thread about the brake dust issue that has more info than this one Cliick Here
The rotors wear out faster than the pads on '03s with the stock setup. The dust is brake disc dust. If you play your cards right at the dealer, they sometimes will warranty the change to the new pads.
