If that is how it went back together and you are getting gas coming through the cover I suspect you have a hole in your accelerator pump diaphragm.
It may have been old, cracked, dryrotted - take your pick.

Did you pull the orange rubber nipple all the way in while pre-lubing the nipple with some spit or vaseline? You should see the cap on the housing almost all the way in, and a ring in the float area. Gently tug on the nipple inside.
