To answer your question: 99% of ALL EFI cars and trucks require closed throttle TPS voltage to be less than 1v. Anything above that and the PCM/ECM is seeing an open throttle. WOT should "theoretically" be 5v, HOWEVER that never happens in the real world; it will be 4.8-4.9 ish volts.
Understanding that this is a 5v reference sensor is important. .9-5v isn't a huge spread, so tenths of a volt can make a difference (it's sensitive).
Trying to "cheat" by moving the throttle stop screw, turning the TPS, etc may work for some people, however it's a band-aid for another problem.
