The scan won't show anything but the ford tech can command the VGT solenoid to do certain things to tell if the unicen ring is doing its job of opening and closing the veins properly.This is a common problem.Its possible that this was a problem since new.Tech said if truck sits sometimes for to long could cause rust build up in turbo which cause stuck worn damaged unicen ring.Good luck,I'am sure cheezit has seen his fair share of this problem being a ford tech.
It always got about 28psi I installed the gauges when i first got the truck 1500 miles on it. We used my brothers shop snap-on scan tool did all scans it did not show any thing...

Here is what did to fix my turbo hose from popping off and denting my hood. I installed a new hose and made a bracket and clamp to hold the tube in place...bin on the truck for 6 months and about 12,000 and it has not popped off here is a couple pics...
that explains the dimple in my hood.......i took the hose off the turbo and didnt get it tight enough and it blew off. didnt think nothing of it until i saw the little crease coming from the underside of my hood i see a clamp like yours in my future.

Does your hood have the hood blanket on the underside of it?
Is there any special tools or parts to clean the turbo?
and about how long would it take to pull it off and clean it?
there's a kit you can buy from ih, but i used good 'ol elbow grease, some light roloc discs and alot of emery cloth on mine.took me maybe 3 hours to do the job, and alot of that time was polishing the vgt vanes.MAKE SURE you mark the clamps in reference to where they are on the turbo before you pull the turbo apart. i used a yellow paint pen on mine. no hood blanket on mine, just sheet metal.i have an early 04.
if have not ever pulled a turbo and taken one apart maybe 5-6 hours. if you have done a few 100 of them 2 hours or less with diag. 15 min off 15 min on. 45 min tear down, measure checks ,inspections and clean, then bench test for movement retest play.
The following link shows a turbo hose anti blow-off bracket that can be purchased for the low-low price of $49.95 or can probably be fabricated for $10.
I just fabed my braket out of 1/4 x 1-1/2 flat steel. bent a 1 inck step in it drilled holes for the two ALT bolts and i used a (I THINK) like a 3-1/2 exh clamp with a peace of 3/8 hose on it. bolted it down to alt. and put clamp on. had it done in about a hour and two cold beers.
