You also might try looking at you fuel line. Start at the carb. If you look inside the carb were the fuel line enters there is a small screen in there, sometimes , that could be plugged. With the fuel line disconnected from the carb turn the engine over and see if there is fuel coming out. Work if backward from there, until you start getting fuel.
There might be more than one fuel filter on it also.
Is there a fuel pressure regulator on your fuel line? It might be set to low.

can you make it do it by power braking and putting a good load on it.

My 72 F100 did this when I first got it. the battery was not secured well. When I installed a setup to keep the battery in place, it has never done it again. I guess the battery may have been grounding out?

I would check/adjust timing first, then adjust the idle circuit on the carb. Sounds like it is surging. This isn't noticeable at idle but it is when driving.
