Might check all your wiring and wiring connections relating to the pump, and make sure that the pump gets power at the right time.
the wires run off the pump straight into the cab of the truck (im assuming to the PCM) but the pump doesnt turn on at all

You may see if you can locate the 12v power wire for the pump, and try temporarily putting it on a toggle switch, so you can power it on long enough to see if it works. If it does then you'll know it's most likely a wiring issue.

so are you saying run a hot lead from the battery and ground it somewhere and just touch the leads of the pump to see if it turns on? because that was my next step.. however, i dont think it is the pump considering i replaced that pump like 3 months ago

Yea, pretty much. Just be careful to make it so you can put the proper wiring back when you're done.
I would also make sure the PCM is getting power, and that all the associated connections are clean and secure. My truck has the Duraspark ignition system, and after years of being exposed to moisture, heat and the elements, the connectors get really nasty.
make sure the connector to your pump is fully seated.had the same problem on my 86 and the harness was not fully connected to the pump at the top of the tank.
