still confused

i have checked everything i can think of.the only code showing is egr but it has been blocked off for a long time so i dont think that is the problem.when i start the truck i idles down like it is supposed to ,then when step on the gas it idles high.then i turn off the truck and restart it it idles fine.it is a 88f250 w/a 302.thanks.

Check the TPS with a multimeter to make sure it's withing spec and there are no dead spots in it's sweep. Also thoroughly clean the IAC if it hasn't been done already.
