1975 F250, 390, C6, 2WD. I have noticed the last several times I've filled up that when i crack the gas cap there a lot of suction. I only use the rear tank as the front fill tube is full of holes. Does the tank have a vent that is clogged or do they vent through the cap?

It depends on if the truck has evaprotive emissions or not.
It being a F-250 though, it's more than likely Non-Evap emissions, unless it's been changed, or parts have been swapped around by a previous owner that didn't know.
Replace the Gas cap, as the gas cap is vented with Non-Evap emissions.
