I have an 05 PSD with 140K miles on it. I put an MBRP turbo back exhaust on it several years ago; leaving the cat out. After a 60 mile trip on the highway today, I noticed a loud exhaust roar in the cab at low rpms. After I speed up a little, it goes away. It wasn't until I got out to get my mail that I realized I couldn't hear the turbo whine coming out of the exhaust pipe. Without the cat, it makes a "shhh" sound instead of the typical engine rumble. Now it sounds like a gasoline engine exhaust. I rev the engine and the turbo pressure guage doesn't move. It appears as though the turbo has quit spinning.
I don't dog it, race it, or even tow anything with it. Can it be something simple or is it likely a major breakage? I didn't notice that it was running any differently.
It's hard to get the boost gauge moving just reving the engine. If you don't have leaks, as Bismic suggested, then remove the intake hose at the turbo and check for play the shaft should spin easily. You can start the truck with that hose disconnected and see if it spins. Make sure nothing is close to get sucked into the turbo as it is spinning about 25K rpm's at idle.
Have you checked for exhaust and or CAC tube leaks?
The CAC tube is secure in the blue boot. Of course it's pretty noisy but leaning over the idling engine, I can't hear (or smell) any leaks. The boots are in good condition on both ends of the CAC tube. I hooked up my DTC and it said there were no codes.

The turbo is free and spinning. When I started the truck, it took off. I guess I'll look further down the exhaust stream. I still can't figure out why the exhaust sound has changed so drastically. Do the MBRP mufflers ever come apart inside and block the exhaust?
I took the air intake system off all the way to the turbo, spun the turbo, started the truck to verify that it was spinning, put it all back together, and now it's not acting up. I must be some sort of Midas-touch mechanic!
Under pretty hard acceleration, I get 30lbs of boost. The roaring sound at low rpms is gone.
Now I'll expect it to start doing it again every minute that I'm driving. I won't even be able to listen to the radio cause I'll be listening to the engine.
On the bright side, I didn't have to sell my house to pay for repairs (yet).
Well......if you drive it like grandma, then you need to take it out and run it HARD a few times to clean the carbon out. Your only other option is to take the turbo out and clean it occassionally. There is a procedure in the tech folder on how to do that.
