I've watched it get done on another vehicle and it's pretty simple. Spray on glue, then stretch the material over the panel. It will work better with at least one other person helping to get the wrinkles out.
You may also want to check with NuImage and Coverlay, they both make ABS dash boards/covers. NuImage has some with flames and designs. I believe both can be painted and sanded.
