Power steering help

I've got a 96 Explorer that has a shake or studder in the steering when turning. I've checked the fluid and it is ok, drive belt is ok, there are no fluid leaks. Can anyone tell me what is causing this? I'm just guessing that it is the PS pump?

If you have turned the steering with the engine off, you have induced air into the steering cylinder.

Turn lock to lock a cple of time with the engine running will expel air, also check fluid level.

Might be an idea to flush the P/S system if it hasn't been done already.
