yeah. and it has power from the relay socket.

Sounds like your on the right track with the Inertia switch being bad.

cool. i'll replace it. i was reading up on other people who had problems with it, they said they found ways to bypass it. hows that? do you wire red/yellow to dk green just to start it up? or are they doin somethin else.

Yes that is what they are doing.

If the DK GRN/YEL wire has power and the R/Y wire does not it would mean that the Inertia switch is open.
Nether it is bad or needs to be reset.
If the R/Y wire was bad (shorted to ground) the Fuse would open and you would not have power on the Y wire at the fuel pump relay.

Yes, both relays will click when you turn on the key and then one second later the fuel pump relay will drop out and you may hear a click.
