I have a 2000 7.3 powerstroke and I was towing a car hauler loaded with a suzuki samurai this pass weekend and I think my EGT's get high too fast. The load was only about 5000 pounds and I was hitting 1250 degrees quite easy with the overdrive off. On a 6% grade, I had to shift down to 2 and maintained 50MPH at 1000 Degress.
My truck has a 8 inch lift, with 38s. I have the TS performance chip set at 75 HP, stage 1 AFE intake, 4" turbo back exhaust.
I know nothing of the TS chip, but can you try and run the same load with out the chip and get a base line? Or even call and find out wht weight you should be able to haul with a TS chip.

Is this normal?
On a 75hp TS tune, yeah I can see that happening. That's not exactly a towing tune.
Also, with 38" tires... what gears are you running? If you are still on stock gearing, that would explain why you had to downshift so far to keep the EGT's under control. Basically a hotter tune + wrong RPM range = high EGT's.
I am not sure what gears I have. I have a SRW F350 and I was told they came with different gears than the F250.
I called TS Performance and they said 5000 and below, it is ok to run 75 HP. But I might want to drop down to 50 HP setting on the hills if I am seeing EGT that high. He also suggested a Wicked Wheel.

3.73's are standard on both the F-250 and F-350 SRW's. If they've never been changed, then you're most likely running 3.73's. What's your RPM's at 70 mph? Just in case your speedo isn't calibrated, can you double check with a GPS? With the tire size and an RPM reading at an accurate speed of 70 mph, we can tell you what you've got.
As TS suggested, you'll need to drop down into a tow tune. If you plan to tow often and want to keep the lift and tires, might be a good idea to invest in a gear swap. It's much easier to control EGT's when the engine is in the proper RPM range.
I live in phoenix and I was towing up north in the mountains. I went from about 1900 feet to 7600 feet. Flat towing, I was able to go 70mph with the overdrive off at about 900 to 1000 degrees. I am just worried cuz this was only 5000 pounds. i am looking at purchasing a Toy Hauler and can only imagine what the EGT will be towing 10,000 pounds. The exhuast I have is a Magna Flow pro series and it is 4 inch from the turbo.
I think your biggest problem is tuning. i know jody @ dp tuning recomends tow tunes based on weight and elevation. You may want to look into Tony Wildman for some custom tunes, me uses the ts chip as a platform... the custom tuners are doing amazing things with egts
I called ford and they said my VIN came with 3.73 gears, and I contacted the guy I brought it from and he said he nevered changed the gears. It might be safe to assume that I have 3.73 gears in there which might explain why the EGT get up there when I tow. what gears should i go with that will get me good mileage yet be able to tow decent?
