If ya just want loud and obnoxious cut the muffler out and put in a straight pipe, or turn down right where ya cut the muffler. That'd be the cheapest. Otherwise Headers with flange mount glasspacks will be the next loudest.

I cut mine off right after the second cat and gutted that cat. Loud, sounds good. I actually get lots of compliments, then their eyes get all big when I tell them my 'set up'. Like they are embarrassed for telling me my redneck exhaust sounds so good. But, I have a 5.0, sounds different than the 5.8w. My exhaust stops right passed the cab. It's very loud, but can be smooth when you are light on the throttle.
In my opinion, I'd get headers, true 2.5" duals, and some Flowmaster 40's that stop right passed the cab. That'd get the best sound. I'm not saying Flowmaster flow the best, but they sound great on a Ford.. BTW, I had a glasspack on mine. I couldn't STAND it. I think they sound like utter crap. I'd never recommend one to anyone. But, to each their own. I don't mean to offend anyone with a glasspack. You guys might not like the sound of open exhaust like me, but no hard feelings.
$100-$200 if you get just a basic set, I think. I think I once found a set of Flowtech headers for my truck for $199 at Autozone. They'd flow better than stock manifolds, that's for sure.
But as Chitown said, if you just want loud and obnoxious, and don't want to spend anything, just cut off the muffler. :P
I also think summit has some headers for around $120. I don't have headers, don't know much about quality of headers, so I don't know if those would rust out or anything. They were Hedman long tubes. Headers are a job that you'd probably only want to have to mess with one time.
