Have read all the articles on getting to upfitter wires up under dash on 2008 F-450, but can't seem to snap the panel immediately under steering column off?... Is it bolted down or do I just need to pull harder?

Just pull harder. Pull out from the top.
See page 299 of your owners manual.
On edit: That page of the manual is for the fuse panel on the passenger side. Not helpful, sorry. But the advice is still correct for the under steering column panel. Just pull out at the top - hard!
