A related post remindined me of this question. You are approaching an intersection with a traffic light. You intend to turn right. The light is red but also has a green right arrow. Do you stop prior to executing the turn?
Herman, here in VA, if you have a red light but a green right turn arrow, you can turn right without stopping. The red light is for traffic intending to travel straight through the intersection. In one particular intersection here, we have that exact setup. When the right turn arrow is lit green and the light next to it is red, the right turn traffic can turn right without stopping because traffic to the right of the interesection has the green light. In other words, the two directed paths of traffic will not cross.

here in Paoli I do not even think we have a turn arrow. But it is kick it in high and get going. red is for through traffic. But i always find myself checking for people who do not see the lights.

I would think not Scott. I don't know why they'd have it posted like that if both are dedicated right turn only lanes but if it's posted for the right lane only, I would say the left right-turn lane would not be able to turn.

I see what you are saying and the left hand lane shouldnt turn right at same time as right lane because most right turn people will turn into outer (left lane) I am sure the sign came from so many accidents caused by drifting drivers. Perhaps it was to ease congestion. But if they both had arrows at one point the drifting issue would still occur so perhaps the right hand lane will get to turn right and then the left hand right turn lane will then get to go.

This is one of those "varies by state" laws. In California it's legal (AFAIK, I do it all the time) but I wouldn't do it in another state unless I knew it was OK.
To the OP, green arrow means go. No stop required. Would you stop if you had a green arrow for a left turn?
On another unrelated point, in many states, you can make a left-on-red if the street you are turning onto is a one-way. In CA it's legal, it's also legal in NY. Not sure about other states.
