I ran into that exact senario this morning on my way to work. Red light on top with green arrow to turn right and the F*****g idiot stopped and was waiting for a green light. Several of us had to school her with some horn blows to get her motivated.
One way to be a courteous driver is to know the rules of the road and obey them. But, here in Va, that's seems to be asking a little too much.

It does seem as though there are more than a few people who should be demanding a refund from crackerjax since the licenses they got as prizes didn't come with a clue
Around here, you would get flattened to the height of a beer can by a log truck if you stopped at that green arrow!............In Oregon we can LEFT turn on a red light from a one way street to another one way street, if traffic is clear.
This is one of those "varies by state" laws. In California it's legal (AFAIK, I do it all the time) but I wouldn't do it in another state unless I knew it was OK.
Thanks, Andy. It just doesn't seem right though. I never feel comfortable doing it. In fact I try to avoid the left-right turn lane because the drivers in the right lane always want to make their right turn wide and sloppy into the left lane.
In my state you must turn into the closest lane when entering a multi-lane cross street.
You must also signal lane changes. (ie signal left once you have made the right turn onto the cross street)
If there are two right turn lanes there will be a dotted yellow line.
Stay in your lane while making the turn.
Yes, left on red turning from a one way street onto a one way street.
