I may have the same exact problem. I have not started my 89 motorhome on a E350 chassis -Fuel injected Automatic for more than six months and it does not want to start. Noticed that it no longer makes a buzz before starting and the engine light is not lighting up. Where is this faulty wire located and/or fuse I need to check? I have lost the manual from moving.
Most of the fuse links are at the starter relay by the right (passenger side) head light. There are also one on the passenger side behind the battery near the blower and three near the steering column under the hood.
Check the small black with a green stripe ground wire coming off the NEG post of the battery. Also check the body ground coming off the NEG post of the battery.
I have a 1989 Fleetwood Flair Motorhome on a E350 chassis with a 460 TFI. My problem started out as a bad in tank fuel pump. (I have only one tank and the pump was bad). I replaced it. when I went to check it out, it was not running. I started reading this thread among others and replaced both the EEC and Fuel Pump relays. Still no solution. I have no CEL on when the ignition key is on run. Side note here, several years ago the ability to use the ignition key to energize the starter was lost and a direct push button to the starter was installed and has ran well that way for a long time until this popped up. Anyway, I am thinking the EEC is bad because of no CEL, like adefreit's situation. When playing with the ignition switch yesterday, I noticed that if you turn the ignition switch off very slowly, just as the gauges go off, the CEL comes on. When you finish turning the key completely off, then it goes off too. That switch was replaced when I had the original problem described above. Could the problem be in the switch or is the likely culprit a bad EEC like adefreit? Thanks for any help you can give.

Lets start by bypassing the Computer.
Ground pin #6 of the self-test plug and turn on the key.
The pumps should run all the time the key is on.
Do they?
Ok, I got a used eec, numbers matched exactly. Still have the same problems. I did a pin test on the eec pins and I have 12v on #1 which goes away when the ignition switch is turned on. Pins #37 and #57 have no voltage at all regardless if the ignition is on or off.
The voltage on pin #1 should never go away. It is wired through a fuse link to the battery.
I take it there is no voltage on any of the red wires at the injectors either.
This voltage comes from the Power relay, does it click when you turn on the key?
I take it in post number 3 above the pumps did not run all the time the key was on with the engine not cranking or running.

89 ford 460efi e350 ran fine except during idle loading up lot of gas smoke. gas at vacuum hose on fuel pressure reg. replaced it wont run at all now . will run on starting fluid . replaced fuel filter dis. cap, wires plugs ,. and of coarse fuel regulator. Fuel pressure at rail but injectors not pulsating . fuel pump is working also

If so the clock is not running in the EEC Computer.
Take it out and open it up and see if the electrolytic capacitor are leaking or bulging or if the crystal has broken loose from the board.
If the crystal has broken loose from the board the clock will not run.
But make sure you have the Computer grounded at the battery with the small black wire with a green stripe. You should have power to the computer if the fuel pumps run at all times.
If the fuel pumps do not run all the time the key is on and the engine not running then check for power to the computer and injectors (red wire) and that ground at the battery above.
The fuel pumps should only run for one second each time the key is turned on.

No power on red wire on back injector. Fuel pump runs all the time when I ground pin #6 and turn key on and check engine light comes on when #6u is grounded
