E4OD only has 1st and 2nd?

E4OD only has 1st and 2nd?
Working on a 96' and the auto will only shift into 1st and 2nd then it just holds it in second, will not shift to 3rd or 4th. Doesnt matter where the pedal is or if you hit the O/D off. Any ideas?

It could be the shift solenoids or the wire connections to it. The best way to know for sure it get it on a scanner that is capable of reading the trans.
Could be the trans is in 'limp-in-mode'. Does it shift hard too?
The trans will do this to protect itself from further damage by increasing the pressures.
