Drivers side loose hub

Hey I just replaced the front axle and got the steering wheel all straightened out. Today I was wondering why on some roads I had to slightly adjust the wheel to keep straight.
So I jacked up the front end one side at a time. Noticed the drivers side has play up and down plus side to side. The passenger side is good all around.
Looks like the previous owner to the axle replaced the lower ball joint (drivers side) When being able to move the tire up, down, side movements with the passenger side on the ground I didn't see any of the ball joints moving. Did notice the whole hub moves with it and all the lug nuts are tight too.
When I took the lockout hub off I was able to take the outer and inner lock nuts off with my fingers. I also felt a small piece of metal when I was taking some of the grease out too. I didn't remove the bearings though. Should the lock nuts be able to come out by hand I don't think so but could be wrong.
Didn't have the proper tool to tighten/torque them with so put it all back together for now.
Any help is appreciated as always.

No the lock nuts shouldnt be able to be removed your supposed to have a special socket to fit the 4 notches on the rings and torque them to like 50lbs IIRC. there is also supposed to be a ring between those nuts and a plate behind them against the bearing.

I didn't think I should be able to turn them by hand.
The snap ring is there after removing the locking hub cover. Then the gears come right out and on the back side theres a smaller snap ring.
Then the outer nut, washer with the holes around it to line up with the inner lock nut.
After taking out the inner lock nut by hand that's as far as I got.
There looked like there was something else in there I could only see a little bit of the rollers on the bearing.
Today I'll remove the hub to check bearings.
The torque on the lock nuts are 50lbs each right.
