Injectors???Split and single..interchangability

That you probably don't want to bother with them since the SS you have flow more anyway IIANM. Contrary to popular belief, a split shot pcm will run a truck with singles in the engine. Just not an optimal situation so you will want tunes for any hybrid or single shot injector you put in.

if your correct than why have so many upgraded to singles? what I am getting at I have been investigating rebuilding singles and installing them in the 99 but as you said will I have to have a special tune etc..?

The singles folks upgrade to are not the ones found in stock earlier trucks. Almost every upgrade you see will be a stage something or a hybrid. Yes, you will need different tunes to take full advantage of single shots or even high performance split shots.
I could be mistaken, but depending on the injector, stock ones from and older application do not offer a flow advantage, they offer a potential advantage. If you do not get big oil, you could run out of oil even with smaller ones.

Single shots use more oil than hybrids but offer great power.
If it is power you are after take the injectors from a '94.5 - '97(48 state) truck and have them modded to stage I or II Then get some tuning to run them better. You will be happy. The 17° HPOP will run them really good. That is what I run for now. You can also take your Split shots and have them built into hybrids, you can go even bigger with these.

I would say your stock 17° pump will do fine. It depends on how big you go and how much power you want. It will get you by until PMS gets so bad you get another pump.

FWIW early 99 sticks are 120cc... most OBS sticks are only 90cc (some 97's with Cali tuning got 120cc splits).
