My new to me 1999 only blows through the top defrost area, not through bi-level or floor. Someone suggested a vacuum leak, where or what do I check? I have auto hubs, this also supposedly might have something to do with it, I just don't know what to look for.
I DO have auto hubs, how can they be the culprit?
I have been suspecting a vacuum leak, could this effect my Turbo? I just don't think it has the gitty up I thought it should.
I DID find two (appearing to be hoses) going nowhere on passenger side engine compartment. One was under the lip of the cowling, like where the window washer hose would go, the second came from some type of solenoid or something mounted to the passenger side fender wall. The two oddly just reach each other like they go together, I plugged them in, but no apparent change.
Yes, you most likely have a vacuum leak. Someone will post a link to a thread here soon about the ESOF leak. If not, do a search (google in a different window, FTE tool stinks).

The problem is most likely a loss of vacuum to the front hubs. The ESOF (electronic shift on the fly) system uses a vacuum pulse to lock the hubs when you turn the **** on the dash. There are some seals in the knuckles that can leak, the lines going from the frame to the hub can rot, several failure points that need to be checked.
Can you get a photo of the 2 unknown lines for us? It would make it a lot easier to figure out what they might be for.

You can put them on webshots, photobucket, etc. and post them yourself, that's the easiest way.
Checking for boost leaks would be a good place to start on the turbo, as well as the wastegate adjustment. If it's too loose, it will just flop shut and you won't make much power. The wastegate actuator is the gold canister on the top of the turbo, there is a clip on the turbo end that is a real pain to remove and you need to be careful with not to lose! Remove this, then the 2 10mm nuts that hold the canister onto the turbo inlet housing. Remove the canister from the truck (unplug the red line first) and tighten it up a bit, reinstall and see if it helps.
