Question fuel leak

Hey, I got a question for you. Is this things a fuel selector valve or what Haynes calls a single function reservoir? Its leaking.The truck is a midboard single tank. It has a pump in-tank and a pump in frame rail. I want to bypass it if at all possible because this thing is discontinued and expensive.

Where does the second line on the rear go? I think it is a safety thing so if the frame pump dies, it can pump fuel back to the tank to keep from burning up the in tank low pressure pump.

It looks like both lines in the rear (left side) go up to the fuel tank. The one on the top front (right side) goes into the frame fuel pump and im not sure where the other one goes.
