'91 5.8 starting problem

'91 5.8 starting problem
1) turn key, fuel pump runs with fuel pressure of 38psi
2) Engine turns over till just out running the starter then immediately dies.
3) After several attempts the exhast manifiold is warm from some gas burning.
I've disconnected the TPS with no change. placed spark tester between wire and #1 plug and saw spark.
While turning engine FP stays at 38 psi.
Any ideas?

well then post that you tried pulling codes and there was none. this helps us help you. now you should have gotten a system pass code of 11 if you pulled the codes the right way. did you use the paper clip method shown on fordfuelinjection.com or did you buy a code reader?
