I have the Chrome (plastic) H-Bar Grille on my 60th edition F-150. I am not big on all that chrome look in front. I want to DIY paint it black. What do I need to do to do it right?
I would first take the grille off then sand the plastic chrome with some fine sand paper. Then hit it with some good primer for plastic, then hit it with paint/clear coat.
I would also looking into having it professionally sprayed if you would like it to last. I bet you could find a body shop that would do it for about 50-75 bucks. They will also be able to get the paint to match to factory color and it will turn out a little nicer then a rattle can job.

One problem with painting grilles is that they spend their life getting gravel blasted and after a few years look pretty pockmarked and ugly. (I have learned this from experience.) I don't know if plastic will take powdercoating, especially if it's been chromed first, but I might look into that. Or something like urethane bedliner paint if you can get a texture that you like.
If there is any way to get a factory black grille that is solid black plastic, I'd try to do that.
