was curios what this was for. it attaches on both sides of the frame below the front bumper. i had planned to get a shackle and hanger leveling kit for the truck, until i saw that this bracket was tack welded to the front shackles for the leaf springs.
The metal clip bolt you see on each side originally held an additional side brace that connected to the bumper. My '02 still has the brace in place on each side, but obviously, it isn't absolutely necessary since yours doesn't have it and I;ve read of others who have simply left it off altogether to simplify bumper removal/isntallation.
I've chosen to leave mine in place because I don't have any of the auxiliary equipment that would require it's removal, and I also figured I'd hang on to whatever flimsy supports I have for the outside corners of my bumper as long as possible.
