If your vacuum pump runs all the time when you turn on your key, I'd say you have a leak somewheres that's keeping the transfercase or axle from engaging. I'm not 100% sure, but I think that switch on the dash is a vacuum switch, not electrical.
If your hubs are locking then you don't have a vacuum problem (most evident by the vetilation going to defrost for a couple of minutes when switching between 2wd and 4wd). If your transfer case is not engaging, then it's electrical or somewhere in that path.
I am not overly familiar with the '05-up, but I do know that with the upgraded suspension, the ESOF got beefier for the hubs and you are less likely to have hub locking issues than I am.
My electrical side goes from my switch, to a 4x4 control module to the transfer case. I'm no mechanic, but going what you posted in #1 and #3, I would check the switch and the control module (I think it's under the dash). I would make sure the switch is good and there's a good connection to the control module (unplug it and spray some electrical contact cleaner in there too) and try it again before emptying your wallet again. Anything's a possibility, but I would attack the easy stuff you can do (or fix with minimal $$$). With your indication stayin at 2wd, I would think that it would be somewhere in the switch, control module or the wiring (connections) in between. That's basing my assumption that the indicator light comes off the module and not something sent from the transfer case. Since your transfer case connector is open to the elements, it probably wouldn't hurt to pull that one, check the pins and clean it out too just to make sure it's making good contact too.
I would tend to lean towards a control function instead of the t-case or motor since your light doesn't go to 4wd (sounds like the signal isn't getting sent to engage the t-case, especially if you don't hear the 'clunk' of it engaging). I could be wrong since I haven't experienced an electrical problem yet (I'm an expert at the vacuum side though ). Sorry it's so generic, hopefully somebody else will chime in with more specific info for you. If nothing else, it's a bump for ya.
With the ESOF system, I don't know of any way to manually engage the transfer case, only the hubs.
