Just because a power steering pump is new, don't assume it is good. All new means is it's cleaner than the rest of the stuff in the engine compartment.
Has the rest of the steering system been checked out? Steering box, hoses, front end components? Have your ball joints recently been changed? How is your brake performance? Is the brake pedal also hard? Is you power steering fluid topped off?
It's a 6.0 diesel. all hoses are good, it's topped off, there was nothing done to the front end parts. as rpm's drop and I use the brakes to come to a stop. the steering gets harder and the brakes feel as if they are running out of vaccum boost like on a gas engine
that sounds like there isn't enough pressure/flow to operate both at full power. Maybe a bad regulator or possibly a bad pump. But I don't know much about the hydroboost system.
If I were having the problem, I would try it again, but drop the trans into neutral and rev the engine up while trying to do both. If increased RPM makes a difference then it should verify a lack of pressure/flow.
