OBD2 wires

I'll try to keep it short. Bought a programmer, programmer gets an error when downloading the stock program. Called tech support, error was caused by pin 15 in OBD2 plug not there. Tech said this wire should be in the harnes behind the plug. Found a wire with the end taped over but don't know if it is the correct wire. Could someone please tell me what color wire runs to pin 15. Pin 16 is the lower right pin if looking at the dash. 15 is just to the left. Any help is appreciated.

Pin 3 is orange,pin 4 is black,pin 5 is black/white,pin 6 is white,pin 7 is light blue/white,pin 13 violet,pin 14 black,and pin 16 is light blue/white.

i think he asked for the color of the wire that goes in pin 15

Thanks. Do you happen to know what color pin 15 is? Also, have you ever heard of Ford technicians cutting this wire? Sounded funny to me.
